SLEPc: Scalable Library for Eigenvalue Problem Computations

We are pleased to announce the release of SLEPc 2.3.1. This release is a 
minor update with few new features. It mainly provides compatibility 
with PETSc 2.3.1 and several bugfixes (new features are listed in 
docs/changes.htm).
